tcx and OT1 on plain TeX

Hello,
I'd like to know if there is some known set of macros to mix tcx
(Latin1) input and OT1 (aka "original" 7bit TeX) font encoding straight
on plain TeX.
I've seen some macros to load T1 fonts (faking OT1 outlines loading ae
-almost european- fonts, and postprocessing with dvicopy is rather
trivial) using a subset of Latin1 (for Spanish) for input, but I
couldn't find anything like a general straightforward solution.
I'd like to get instructions on how to use tcx files to achieve this
result, or please someone send some URL to get a set of macros right
away...
Please remember I'm trying to use plain TeX.
