Generally use the tool that best enables you to draw what you want. For
example you may be drawing charts or ray-tracing etc, each has a tool best
suited to describing it.

There are LaTeX tools, but tend to be harder to use than the pukka product.

Then the problem is making an EPS of the finished drawing. Then EPSs get
included in the LaTeX document in the traditional way.
