These are unnecessary for (1,0) because "(" and ")" are already recognized as open and closing delimiters. The \left/\right construction also produce opening and closing delimiters.
It seems to me that mathtools would do well to add these to the definition of \DeclarePairedDelimiter. (Shouldn't that be plural?)
I'll put that on my todo list. And yes, should probably have been plural but too late now...
