Is there a reason, why you are not using the graphicx package?
With the help of miniltx it is even working under plain TeX.
Then you would have the options to specify width, height, scale and
other things for free. Also it will save you time, if you update your
very old pdfTeX, because the changed primitives would be hided,
see the pdfTeX manual (newer version), it explains the syntax of
the primitives.
