I have to say to me it is also not clear what you want to achieve here.
It could also be that 1.1 represents the section number and that you
want to number the equations per section. In that case I think:
\renewcommand\theequation{\thesection.\alph{equation}}
Would do the trick. That, to me, also seems to be quite an odd way of
numbering, but I guess that's a matter of taste.
Otherwise I have to agree with the remarks made earlier.
Main question is: ``what do you want to achieve?''
