In the article class sections are not started at a new page at all.
Maybe an alternative is to use the memoir class where you can have the
chapter headings in section/article style, and have the openright option as
well. Otherwise you could redefine the \section command like

\let\origsection\section
\renewcommand\section{%
\clearpage\ifodd\value{page}\else\mbox{}\clearpage\fi
\origsection}
