bidirectional unicode latex editor on Windows: call for help

Hello, I recently posted about a similar topic, but i think the title
and content might not have been clear, so i'll try to be more lucid.
Essentially, I am looking for a LaTeX editor. However, I work
extensively with Arabic, which is a right-to-left language; I use the
ArabTex package with LaTeX. Working natively with Arabic on windows
requires Unicode. The problem is, until now I have not until now found
a single LaTeX editor or general text editor (that is latex editing
friendly) will do three things:
1. accept Unicode
2. allow for bidirectional text, so that the editing of the text is in
logical/visual order for right to left text (such as Arabic & Hebrew)
3. syntax highlight LaTeX syntax
4. produce the proper corresponding output.
Some LaTeX editors now accept Unicode, but they do not allow for
bidirectional editing.
This lead to me trying other, more general, text editors, that will
highlight the LaTeX syntax, but will also permit me right-to-left
Arabic (Unicode) text input and output. I've tried dozens of
editors...nothing has worked.
If anyone knows of any program that can do what I've described, I'd
be most grateful if you'd point me in its direction.
There are some text editors that accept bidirectional + Unicode text,
such as Babelpad, SC UniPad, MLEditor, and HLPlanted Taditor. An idea
I have is to take one of these (or any equivalent open-source one?),
and add to it the things one needs for easy LaTeX editing: syntax
highlighting in the editor window, and then a row of buttons (plugins?)
to call up the relevant LaTeX functions, such as LaTeX, dvi, pdf,
bibtex, etc.
I am not a programmer, however. So, I was wondering how easy or
difficult a project something like this would be: to use pre-existing
bi-directional Unicode editors, and to modify it to become a basic
LaTeX editor for use with bidi (like Arabic and Hebrew) text, that
includes syntax highlighting and buttons for common LaTeX commands.
What I had posted onto the group a few days ago was a (badly-expressed)
idea of trying to modify MS Word, OpenOffice, AbiWord or some other
popular word processor that is already bidirectional/Unicode to do the
other two parts: syntax highlighting and adding buttons (through
add-in's or plug-in's) for LaTeX commands.
If it either of the two above ideas - modifying existing text editors,
or modifying word processors - would any programmer's be willing to do
this, or know of someone who would? I personally would be willing to
pay for such a products (despite my own graduate school finances status
;-) ), and I know that there are many people the world-over who are
using LaTeX and would greatly appreciate such a product, so that they
could work with bidi text in an easy to use LaTeX editor, for work in
Arabic, Hebrew, Fasrsi, Urdu, etc., on Windows.
Again, I think most of the individual components are available in the
open-source community and things, so it might not be too hard to put
together.
