Ah... I had tried the OP's setup, with the separate qthesis.sty
rather than embedded in \makeatletter ... \makeatother, and could not
reproduce the problem. But now I went and doubled every newline in
qthesis.sty, and indeed the problem appears. There is not a mere
linebreak after the footnote marker, it's a whole whopping
\footnotesep (or something like it) of space there.

When I first tried this, I got an error message

! Missing \endcsname inserted.
<to be read again>
\par
l.15 National Research Experimental.}

but then I noticed the lines

\edef\@currentlabel{\csname
p@footnote\endcsname\@thefnmark}\@makefntext

which had probably been broken by the OP's newsreader. So I rejoined
those lines, the error message went away, and the reported problem is
still there. I bet you have the solution there.
