Something like this is straightforward for distributions of free operating systems, but difficult for TeX distributions if they try to support different platforms: One can right a shell script which does much of the work, but that won't work on Windows. Besides, I hope that this

really complicate things.

From what I recall of the license (it's been a few days since I read it and sent off a comment saying essentially "this appears to be a problem; I'm not qualified to talk about the details, but the compatibility matters a lot to me, so please talk to the appropriate parties about the details to fix it"), it would permit redistributing the fonts through the "non-free" side of CTAN -- which would make STIX's click-through somewhat irrelevant for such things, as the script would not need to deal with the STIX site directly.
