You seem to be overlooking that the external data has to be a
collection of pixel data in the format required by PDF, and described
in the PDF Reference. You mention saving an EPS; writing a PDF, and
your example references a JPEG. None of these is in the correct
format. A collection of pixels is not necessarily the same as any
graphic file format.
Bear in mind too that there may be limitations on this technique. I
think I read it doesn't work with Reader, and only optionally works
(depending on obscure preferences) in Acrobat.
