May be nothing to do with the version. Encourage users to extract the
attachment, save and open. Many e-mail programs actually deliberately
block opening attachments, or some kind of attachments, including PDF.
Or are just bad at it.

If you want to investigate further you'd want to duplicate the exact
version of e-mail program (including patches) used by the user.
