I am confused - just what is it?

I just spent the last 1/2 hour reading about the MYARC Geneve 9640 at:

dont get it. Was this a real computer to replace the TI 99/4A or was
it just an expansion card that went in the PEB?
I used to be into the TI99 back in 1986, 87. I remember picking up a
spare TI keyboard at radio shack and making a new keyboard for my TI99
that was attached by cable to the console (like the PC's of today) and
showing it to a user group meeting in San Diego. I used a plastic tool
box for the case (one that held a rachet and socket set). I later
moved on to CP/M computers cause I couldn't get a disk drive for it. I
remember reading about the Myarc stuff back then, and now I justread
it again and still dont know exactly what it was.
