Could be. It's back to normal today. But if the DST status isn't part of
the transmitted message, how does the clock know when to change between
DST on and DST off?


NTP doesn't know where you are. But you know. So ocal adjustements to
the clock are doe by your computer. This includes time difference from
GTM/UTC (and this time difference varies depending on season).

There are files that the OS has with all time zones in the world and
each zone has a description of when time chances happen. I have to
assume OS_X has those, perhaps only in compiled form. VMS had them in
both source and compiled forms.
