As I look at the items in my /Applications folder, I see that most of the applications I have installed are set to my non-admin account as the owner, and admin as the group. This seems strange to me considering I have installed almost all of them from the non-admin account, supplying the administrator name and password when requested each time. I expected the applications to be owned by the administrator account whose credentials I supplied. I guess that's not the case! Anyhow, that explains why I have been able to clear quarantine metadata on them.
Yes, that's the way it works, for better or worse; the applications belong to the user who installed them, even though authentication with the admin password was required. Personally, I don't like being able to write to applications while in my everyday user account, so I instal everything as admin.
