Back in the good old days of monochrome (black and white) television the
field rate was conveniently the same as the American AC mains - 60Hz.

Then, when NTSC color arrived, and was broadcast over the air, there were
problems with the sync signals and subcarriers interfering with each other,
so the frame rate (which affects everything else, as mentioned above) was
adjusted to to fix this. See, for example, the Color Encoding section of

But - this is only a problem in analog transmission. NTSC works fine at
60Hz otherwise...

As for PAL <-> NTSC conversions, here's something I didn't see mentioned
(although I'm way late reading this thread, and some of it has expired on
my server) -
