The menu bar interface to Spotlight's search facility only look in
places that Apple expected users were likely to actually want their
data, and generally users aren't storing their data in ~/Library.

If instead of Cmd-Space you use Cmd-F, there'll be a popup menu that
defaults to "Kind." Change that to "Other" and when the sheet drops down
you can tell it to add "System Files" to this menu. When you add the
system files criterion to a search you can tell it to either include or
exclude them, and including them will search in the Library folders and
other places it won't normally look.

I saw a truck today that had "AAA Batteries / Delivered and Installed" on the
side. My first thought was: That's a really weird business model. How many
inept people have urgent need of skinny little battery cells?
