Clicking on this opens the Folder Speakable Items from the finder, and
this is empty.
Aha! Now we are getting somewhere.
That "Speakable Items" folder _should_ be full of the actual scripts
which implement all the commands, no wonder they do not work.
Without those scripts, none of the commands will work.
Those scripts are mainly written in AppleScript code, although
some of the scripts may be written in Visual Basic or even C language.
My Speakable Items folder has 68 items in it for example, one item
for each command.
For whatever reason, someone or something emptied the entire
contents of that folder in your case.
If you have another Mac, the same folder should be full, there
should be 38 items in that folder, one of which is another folder
containing 30 additional items.
Looks like you might be stuck with completely reloading your OS
from the original install disks.
Names of some of the files in my Speakable Items folder:
Cancel last command
Close Speech Commands window
Close this window
Copy this to the clipboard
Define a keyboard command
Get my mail
Hide this application
Listen continuously
....
....
etc., etc.
