Well that was interesting. I created a brand new account. Things
worked. Sys Prefs for the keyboard were stock. I removed all the
checked ones except for 2 to minimize chances of conflicts. I tried
various things and all seemed to work fine. Then I went back to my
original account and all seems to be fine as well. The shortcuts I
had added in the KB/Mouse, Sys Prefs were gone. I added just one more
and will be testing it over the next few hours.

Shouldn't Sys Prefs, KB/Mouse, Shortcuts have been the same once I had
returned? (Not that I'm complaining now as everything is working but
I'd like to understand the process.) Its hard to know where the reach
of a system user extends. I did notice I couldn't delete things when
in the new user so that is good.

Some system preferences are shared amongst all user accounts. I suppose
keyboard shortcuts may be shared, and accessing them from a brand-new
user account may have effectively reset them, removing the corruption,
but I've always thought keyboard shortcuts would be a user-specific
setting.
