Are these Macs assigned static IP addresses, or are they using DHCP
addressing?

For example, does File Sharing need to be on for me to see the other
Mac?

Only if you want to share files between them.

Or can I see it though not connect?

You can ping them to see if they are on the network, but you'll need to
know the IP address of the computer you're pinging.

I know I don't need it on for
Retrospect to work from "Server" to "Client."

Right - that uses a different port/protocol.
