"Pretty sure"? Did you try connecting to the router with a web browser
as previously suggested? If you can see the router's configuration web
page (usually at http://192.168.1.1), that means your computer is
communicating with the router.

Other indications show that the router is not getting access to the
internet. The ISP address shows up as 0.0.0.0.

If you mean the router's WAN IP address is 0.0.0.0, and you got that
from the router's configuration page, the problem must be on the WAN
side.

As JR said, some ISPs tie the cable router to the computer's MAC
address. The solution is make the router use the same MAC address; look
for a "clone MAC address" option in the router's configuration. You'll
probably have to restart the modem after making this change.

If cloning the MAC address doesn't fix it, you're probably using the
wrong type of cable between the router and the modem. Either it's a
straight-through cable and you need a crossover cable, or vice versa.

If you can see the colors of the wires through the clear plugs, you
should be able to tell what kind of cable it is. On a straight-through
cable, both ends have the colors in the same order; on a crossover
cable, the orange and blue wires trade places on one end.
