Drag it to the external FW drive.

Get info on both folders. Permissions are identical. Get info on each
file in both folders. Permissions are identical.

Yes, I know how to do this from the terminal. If I wanted to do it that
way I would have saved untold thousands of dollars on Macs over the
years and kept my Osborne 1 and CP/M.

I suspect the cause of the problem isn't the file you mention, but some
other file in the folder is the cause of the problem.
