But the subject of your post mentions Boot Camp - why?

intentionally uninstall internet explorer or at least make it very
inaccessable by deleting shortcuts.

It would be great if there is an
overall setting to block anything coming in or out to the internet
when using windows rather than do it for each program I may have on
Windows. I will not use windows update. I ask this so that I don't
have to be worried about anything compromised on my system and I will
not have the need for antivirus software.
One setting in vmWare Fusion will do what you want - clear this checkbox:
Virtual Machine Library > Settings > Network > Connected
Now the virtual machine (Windows) has no network access.
It is a MAC, and I intend to keep it as such :)
Actually, it's a "Mac". ; ) Mac is short for Macintosh. MAC is an
abbreviation for many things, one of the most common being Media Access
Control, and none of which are the short form of Macintosh.
