Yes, I did. It defaults back to GMT as soon as I quit sys prefs.
Amsterdam (CEST = GMT+0200) just won't 'stick'. I warm and cold
rebooted. Typing 'date' in Terminal shows the correct time. Posting on
Usenet (alt.test) also. Mail uses GMT (not good). Changing the date or
time in sys prefs and clicking save or revert won't stick. Logging in
into the administrator account is exactly the same. I haven't got a
clue.

It's probably time to get a new PRAM battery.

That's not a bad suggestion - it looks like the Time Zone setting is
not written to a file anywhere:

Compare to your Network Time Server settings, which are stored in
/etc/ntp.conf

Thanks, not bad at all. My Mac *is* getting old. Although other settings
like speaker volume in the PRAM should be affected too. But they aren't.

I'm not so sure I would make the assumption that if one part of PRAM has
issues due to a dead battery all others will certainly have problems too.

ntp.conf shows "server time.euro.apple.com minpoll 12 maxpoll 17" which
looks good (?).
So, maybe time for a new iMac. New prices recently start at EUR 999,-
for a fast machine (compared to my G3).

A new battery is far cheaper! ; ) Why not give it a shot?
