It's in the input menu on the right side of the menu bar.
I don't see that option anywhere in the International System Preferences,
It's not there. It's on the menu bar. It should be a little icon that
looks like a flag.

About the Input menu
If you use more than one input method to type on your computer, you can
use the Input menu to switch between them. You can set preferences for
the Input menu in the Input Menu pane of International preferences.
If you select the ³Show Input menu in menu bar² checkbox, the Input menu
(international symbol) appears in the upper-right corner of the menu
bar. Click the Input menu icon to choose the input method you want to
use.
You can also use a keyboard shortcut to switch input methods. The
keyboard shortcut to select the next input method in the Input menu is
Command-Space bar. Since Spotlight also uses this keyboard shortcut, you
should change either the Input menu shortcut or the Spotlight shortcut.
You can do this in the Keyboard Shortcuts pane of Keyboard & Mouse
preferences.
