If you move your chair away, touch the keyboard, shuffle on the mat, and touch the keyboard again, is there a static discharge?
Upholstery is notorious for causing static. When you shuffle while seated, I wonder if friction with the upholstery is the source of static. Sitting on a slightly damp towel might help; cotton may hold a little moisture a long time. Wiping the upholstery with a soapy washcloth could help because a soap film can dissipate static. If the wheels are not at all conductive and the chair frame is metal, it may help to hang a metal chain from the frame to the mat.
