Yes, I can't see what advantage would be gained by putting the keyboard on
an anti-static mat when it's grounded already. The charge is jumping to
the keyboard because it is a good route to earth. I would have thought
that way to stop the problem is to either prevent the build up od static
on the user or to make sure that the user discharges directly to earth
rather than via the keyboard.
My anti-static mat is grounded directly to earth--to use your
expression--through a ground wire.
It is not intended to ground the keyboard itself, but rather the user who
touches it when using the keyboard.
