That's a common misperception, but it's not quite true.

Commercial CDs and DVDs do have physical holes in the reflective layer,
that is true. But the holes are not burned by a laser. They are pressed,
from a "glass master" (a master of the disc that is, as the name
suggests, made of glass). The glass master is used to physically impress
a mold. The mold then stamps blank discs, and the stamped blanks are
coated with a thin layer of aluminum. The holes are the result of the
stamping process. A laser is not used to make the final discs.
