Wake up promlem with Jaguar & MacG4?

Only sometimes, my G4 running Jaguar10.5.1 (and original) does not wake up
properly. I am using a USB Apple keyboard with a Macally mouse plugged into
the keyboard.
When I press a key, the mouse lights up but I have no control from the
keyboard or the mouse. The screen remains dark. The pilot light in the power
button does not vary in intensity as it does during normal sleep.
The caps lock key does not light up when pressed.
If I unplug the mouse from the keyboard or unplug the keyboard and replug,
the mouse light does not turn on.
There is power on the USB cable that I use because I can light up USB
powered speakers. That power is not available during normal sleep.
If I press the power button long enough to turn off the computer and reboot,
everything seems to be OK.
I conclude that there is something going on in Leopard that keeps USB
devices from being serviced correctly. What can that be? How can that be
corrected?
