So I installed Leopard tonight on my new Mac Pro, Tiger was installed on it but it came with the Leopard DVD. When I created a regular user account I went back in to Advanced Options and changed the home directory for that user from /Users/ethant to /Volumes/Home/ethant. I'd expect that to create my basic account (default directories, Pictures, Documents, Music, etc) user in /Volumes/Home/ethant upon first login.

No, it creates a /Users/ethant directory with the standard directories in it. When I log in as ethant /Volumes/Home/ethant is my home directory but it's empty. I can copy everything over, which is what one has to do in Panther, and I assume Tiger, but it seems like whatever mechanism is used to populate one's home directory should honor the path set in Advanced Options.

Home directories aren't created at first login (with local accounts, anyway). So, the home directory was already created at the default path when you went back to change the path. As such, I'd consider the behavior you're seeing to be expected behavior.

Ah, there's always a delay on first login so I always thought that stuff was created during first login. I wish that you could specify the home directory while creating the account, then, so that everything is done during account creation.

I'm digging Cover Flow, and I like the new behaviour of Software Update giving you more choice of when to install and/or reboot after the updates have downloaded (I may be behind the times here, having not used Tiger much, don't know if this is a feature of Tiger or not).

And the Dock isn't annoying me as much as I thought, I haven't tried Stacks yet. Although the little light or whatever that signifies running apps is hard to see.
