(app) file busy when installing

Lately (since the recent updates?) when I try to drag
a new app from a mounted disk image into the Macintosh HD
Applications folder, the process fails and tells me that
the file is busy. This happens consistently with almost
any application that I try to update. It usually seems
to copy some of the files, but gets stuck partway, leaving
me with a damaged copy of the old app when I abort.

The workaround is to delete the original app,
and then drag the new one over.

This never used to happen.
What could be going on?
