PowerBook G4 17"/10.4.9/Lotsa RAM, et al. I'm about four updates behind
(security, iTunes, 10.4.10, e.g.) because of this issue.

Repairing permissions doesn't help. Downloading the packages for a
manual install doesn't help; they download but they give the error
message upon install.

Well, if the digital signature for a package is incorrect, then the
signature is incorrect or the checking software is broken. Since you've
obtained the package with different downloads, maybe something happened
to md5?
