mean by "none of the commands do anything", I'm afraid.

If the apps are hung for one reason or another (sometimes they
get into a state where they won't respond to anything - this
is unfortunate) you may have to "force quit" - ie. instead of
asking the app nicely to quit, killing it off. Normally we
always want to ask apps to quit nicely - that gives apps the
time to do helpful things like save files, clear caches, etc.
But if it's hung and won't respond, then asking nicely won't
get it to quit.

Ways to Force Quit:
(1) control-option click on the app in the Dock - where
the normal "Quit" option would be in that popup menu
is now "Force Quit".
(2) option-control-esc - pops up the "Force Quit Apps"
panel. Select the app and click on the "Force Quit"
button.

By the way, you don't need to drag an icon into the Trash to take it
off the Dock; just drag it onto the desktop (at which point it should
disappear with a satisfying puff of smoke).

Once the apps have been killed, the OP can drag them off the
Dock, trash them, whatever.
