My 20 inch G5 imac (bought in late 2004) started turning itself off
randomly, then refusing to boot in anything but target mode. I took it
into the dealer, who said "the logic board is failing" and it would cost
$1000 to replace it, which seems excessive to me when I can get a new
dual core for about $2000 (I'm in Australia).

It may be just a bad power supply, not the logic board. See:
<http://www.apple.com/support/imac/powersupply/repairextension/>
Your iMac seems to be a bit older, but check the model number label to
see if it matches.

It does match that batch, but the 'apple people' assure me the problem
in my case is the logic board, not the power supply.
