As it turns out, after doing some more digging, this isn't exactly
true. NetMeeting is simply one of several applications using the H.323
conferencing protocol. There are such clients for OS X, e.g.,
XMeeting. However, the key NetMeeting feature that we use is app/
desktop sharing and I've yet to find a OS X client that supports this.

Exactly. The parts that matter are, from what i recall, proprietary.
