The internet is standards based. So it should work the same on a Mac as a PC.
There should be nothing a Mac does differently. It is possible for a
webserver to "ask" what kind of client is requesting a page, but unless they
are actively blocking Macs, it shouldn't matter.
It sounds like you are getting some type of authentication error.
Possibilities: 1. the login and/or password is incorrect, or you entering it
incorrectly (caps lock on?) 2. their webserver requires cookies, and your
browser is set to deny them 3. their configuration is screwed up, and not
allowing a connection after authentication.
The fact that you can get the hotel's website means that the LAN portion is
working. So it is likely an authentication problem, or a configuration issue
on their end, WANwise. IMO.
in the hotel in guilin, i plug in an ethernet cable into the wall, open
a browser and the hotel's webpage appears asking for a username and
password. the hotel gives me this, i enter it and an 'error, try
again' dialog appears.
i talk to the customer service people, they tell me that apple
computers don't work on the internet in guilin.
i didn't know that the protocol the internet uses recognized the
platform.

They're lying. What kind of error dialog? You probably just need to
know the settings, login and password.
Sometimes it helps to have a DNS address manually entered.
