If it is a copy-protected DVD (such as a commercial "movie" DVD), you
are going to need an application that removes the copy-protection. The
use of these utilities is a contested area of copyright law in many
countries (including the US) -- individual rights activists insisting
that backups for personal use are "fair use" and the motion picture
industry and their litigious arm, the MPAA, insisting that removal of
the protection is a direct violation of the Digital Millennium
Copyright Act and proscribed.
There is an International Copyright Treaty

http://www.wipo.int/treaties/en/ip/wct/trtdocs_wo033.html
This is though not a law, and local nations have their own copyright laws
that in part may be in violation of this International Copyright Treaty.
For example, there is the US copyright law
http://www.copyright.gov/circs/circ1.html
http://www.copyright.gov/title17/92chap1.html
The International Copyright Treaty does not as
such prohibit copy-protection schemes, as long as they do not violate the
rights of the copy owner (which should include the making of backup copies
and such). The US copyright law though apparently violates this copyright
treaty in this respect, admitting copy protection schemes that violates
the rights of the copy owner.
