Ok, since you have tried that, here are some more questions and things
to try:

1. Try creating another user, this time non admin and non managed. If
classic and the program runs with that user, chances are the problem
only exists with the managed account. That would mean one of the managed
settings are causing problems.

2. Which classic program are you trying to run? I should have asked this
first but it slipped my mind. I have had classic apps in a lab setting
work with 10.2 but not 10.3 or on 10.3 but not 10.4. Some apps just
don't work at all very well. I even had an app work flawlessly with one
version of the os only to find that it later failed and would not work
no matter what I did even with OS reinstalls. So, if you can, what is
the name of the app?

3. Does classic give any errors when it fails to start up? Or does it
just launch and quit without reporting anything? Does anything give any
sort of errors at all?

4. Did you try a permission repair in Disk Utility?

Also in your original post, you mentioned that these are mac minis
running 10.4. What model? The new mac minis with Intel chips, older mac
minis with PPC chips or both mixed?
