Not exactly, but here are some things you can do.
Enable file sharing on your PC.
On your Mac use the Finder menu -> Go -> Connect to Server...
to connect to your PC. Format would look something like
smb://pc.numeric.ip.addr/share_name
Now you have your PC's share mounted on your Mac, you can just use
the space. You can store most any kind of file there.
If you want this to mount every time you startup, you can add the
mounted share icon to your System Preferences -> Accounts ->
Startup Items. I think that will work. If not, create an alias
of the mounted share's icon, and put the alias in the Startup
Items.
If you really, really want to see an HFS+ formatted volume, then
use Applications -> Utilities -> Disk Utility to create a "Disk
Image" on the mounted PC share. This disk image will be a
container file stored in the PC share. This insides of the Disk
Image" container file can them be formatted with HFS+ and mounted.
But this is doing it the hard way, unless there is a special need
for HFS+
