Totally not a problem. The OS can play them right on the desktop, and
Apple's iTunes software that comes with the computer will also play
them and manage them. Indeed, iTunes was an MP3 player *first* -- the
music store (and different audio format support) came later.

Not necessary. As with most things on the Mac, the standard file
formats (like MP3) play just fine natively. No conversion necessary.

It'll work for standalone sites as well, but it's a pretty basic web
design program. It doesn't sound like it'll do what you need.

OS X will directly *read* an FTP site, but can't write or modify it
right now. A program such as Transmit <http://www.panic.com/transmit/>
will work nicely, or any number of other free and shareware FTP
utilities.
Also, some of the higher-end web design programs, such as Adobe GoLive,
include direct FTP support, making things much simpler. GoLive isn't
cheap, but it's very good. Same story with DreamWeaver.

I haven't done this personally with a VHS source, but if I were to do
so, I think I'd purchase one of these:

It's a little pricey at $329, and there may be better/cheaper options
out there, but this will do a fine job at getting the video into the
Mac.
As for the titles, DVD authoring, and so forth, all the software you
need is included with the Mac. And it's *excellent* software.

I'm not familiar with authoring them, but I view web pages with Java
and Flash content all the time. I've had no issues at all.
I think it would suit you very well for all your needs. And you'll be
absolutely *amazed* at how it handles the video editing and DVD
authoring.
