This problem sounds *VERY* familliar. I even bitched at our Apple rep
about it once and he commented something about not wanting it to be
somewhere that their typical users would happen to run into by accident.
I'm of the opinion that they a bit overdid that, as I've lost count of
the number of people I've explained the trick to. :-(

Yes, it is on your install disk.... if you kow the trick. Simple trick,
but darn near everyone misses it until they are let in on the "secret".

Boot your system and then mount the install disk. When the windows
showing what is on the disk comes up, note that it has a scroll bar.
Use it. Yes, that's the "secret" - really. Scroll down and you'll find
directory called something like additional software. I forget the exact
name, but it isn't hard to find once you know the "secret". An x11
install package will be in there.

P.S. After you get it installed, the next "trick" is that it dousn't
automatically launch when you log in. You can fix that if you want. But
for a first step of making sure you have things working, just manually
start the app (which will be in either /Appliactions or
/Applications/Utilities).
