Toast 7 VCD problems

Hi - i've got the new Toast 7 product..trying to burn avi to vcd - drop
in the avi to video tab - vcd - green light - but the resulting vcd is
full of 'sctatches' just like when satellite is out of sync - is this a
codec problem or what??

driving me nuts - can anybody help please!! btw happy new year.
