UNIX "make" catch-22

Hi,
I've been having a ton of trouble running the UNIX "make" command.
Apparently, my version of Mac OS 10.2 didn't include it. I'm guessing
there was some sort of "developer install" that included it. I bought
the computer from eBay and it didn't include the install disks, so
there's no hope there. At first I downloaded GNU Make 3.80, but I don't
know how to install it without "make" installed in the first place!
Besides, what's the point of GNU including a Makefile in the package if
make isn't installed? :-) There was supposedly a shell script that
would install it for you, but it wouldn't run. I'm sick of trying to
compile make; please don't give me instructions to unless it's the only
way. Please give me the location of a binary "make" that will install
on Mac OS 10.2, I've tried running a binary version that didn't work.
