It could also be just the media swap price. If you have the 10.4 on
DVD, but your Mac can't use DVDs, then you can return the DVD (with one
of the enclosed coupons and some money) and you'll get 10.4 on CDs in
return. US$15 seems slightly expensive for that though. It only cost us
NZ$16.50, which is roughly US$11.50.

Either way, it's extremely unlikely to be a full and / or legal version
of Mac OS 10.4 at that price.
