Tiger: Get Info -> Open With -> Change All... -> Bug? Feature?

I have a command line app which produces PostScript output (I usually name
such documents with .ps extension). Preview tries to convert it to pdf but
usually screws it up. I have much better success with MacGhostView's utility
app: macps2pdf.
In Panther I could Get Info on a single .ps file, select the Open With item
and navigate to macps2pdf and choose it. I could then push the Change All...
button and get every .ps file on my system to Open With macps2pdf.
In Tiger, I can get to the Open With step and as long as I don't close the
Get Info dialog, the opening that one file will use macps2pdf. If I try to
Change All... the Open With selection reverts to Preview (default) - hiss,
boo!!
Is this a bug or a feature? Is there some other more esoteric way to make a
universal association between files with a given extension and an application
to open them with?
FWIW, this same behavior is random with other kinds of files / apps.
Sometimes the Change All... works and sometimes it doesn't. I've been unable
to discern a pattern for when it fails.
