What happens when you log out ?

If you boot from a System DVD (or CD ? However you loaded 10.4) then
does it have the same problem ?

I suspect that you just have a power supply that can't turn itself off.
This is one of the ways Mac power supplied fail. And you're quoting a
G4 cube so I guess it's a few years old by now.
