System Preferences > International > Language

Drag the languages in the list to your preferred order. The one at the
top will be the primary language of the system. It will fall back to the
second or subsequent ones in the list if an application doesn't have a
localisation in your first choice.

I also have a couple of questions about e-mail:

Is there a key command to completely delete e-mails, rather than send
them to the trash file? I am now deleting each unwanted e-mail, then
later going into that file and deleting each one.

No single key shortcut that I know of.

You can adjust some settings for Mail's Trash. Go into Mail >
Preferences > Accounts > Mailbox Behaviours.

For example, you could set the Trash to empty automatically whenever you
quit Mail, in which case you just need to quit Mail regularly if you
want to ensure your Trash is pristine.

I also wanted to know how I can set up folders for certain types of
incoming e-mail that I would like to keep, but not in the Inbox.

Mail uses the term "mailbox" rather than "folder", but it shows the icon
of a folder.

Creating mailboxes is easy: make sure nothing in the left column is
selected (click in an empty space), then click on the + button in the
bottom left corner and choose New Mailbox. The mailbox will be created
under an "On my Mac" heading.

You can create multiple mailboxes, and put mailboxes inside other ones
(by selecting the parent mailbox before clicking on the + button).

Note the distinction between a "Mailbox" and a "Smart Mailbox" - the
former is for manually organising your messages (you can drag messages
in and out of them), while the latter is effecitvely a predefined search
which shows you all messages anywhere in Mail which meet certain rules.

Once you have created mailboxes, you can manually move messages in and
out of them.

If you would like to have certain messages automatically moved into a
mailbox as they are received, rather than initially appearing in your
Inbox, you need to investigate how to set up Rules. These are defined in
Mail > Preferences > Rules.
