I get my umlauts with keystroke combinations that way rather than switching to a German keyboard, too, unless I'm typing something fairly extensive in German.
And I'm using a wireless keyboard, too.
In the regional configuration options I tried setting Spanish(Apple) keyboard, but it has no effect.

What is the solution?

Maybe the problem is caused by using Windows XP with a keyboard designed
for Apple OS.
