You can upgrade from 10.3 straight to 10.5 if you want.

I advise you, however, to consider doing a clean install (aka "Erase and
Install") instead, to avoid problems you have a good chance of
encountering if you do an Upgrade Install.

3. Will I still have, on Leopard (or Tiger) OS9 as an application - or
in some form - so I can run my HP scanner which has only OS9 software
available?

4. I use a CD to play Hoyle's Casino which is OS9. Will I be able to
play it with either Tiger or Leopard?

You will not be able to run Mac OS 9 in Classic, since 10.5 does not
include Classic. You may be able to run certain classic Mac OS
applications in the free Sheep Shaver emulation environment though.

There's a chance you'll be able to use your scanner directly in Mac OS
X; but without knowing more details about the scanner, it's hard to
answer this one.
