I assume you mean in Icon view (View > as Icons)? If so, try arranging
by Name, Date, Size, Kind, or Label.
Yes, I can arrange, but when I delete a file, there will be w hole. If I
resize the window, the files the don't move together (so that as many
files as possible are visible).
That's not how it works here. For instance, when I delete or add files
to a folder set to Icon view and Arrange by Name, the icons
automatically adjust as I add items:

I would love to have a folder view option that always dynamically
rearranges files, if not immediately, then when the window gets resized
(or opened)
That's how it should work. Perhaps you have your folder view set
differently; or maybe you've encountered a bug.
