I had similar problems when I upgraded from (from memory)
OSX 10.3.n to 10.3.n+2, skipping altogether 10.3.n+1,
and without using the large combo-upgrade.

I could find no solution, other than re-installing from a genuine 10.3
and then using the correct 10.3.n+2 combo-update.
